In California this would go un-noticed - A 3.5 earthquake near Washington D.C. jangles nerves. There was no damage or reports of injuries.
The senate conference committee looking at the Finance Reform bill signs off on it... Next week The senate will see to the seating of the replacement senator for West Virginia Democrat Robert Byrd who passed recently, and there will be more contentious debate on the unemployment benefit extension while millions lose them.
The prospect of a government worker slowdown in California is looming as the governor penalizes the workers of the state reducing them to minimum wage because the legislature (a well-paid cohort) is stalling the state budget. A state court will rule on the governor's idea today.
With thirty hours to go, the pressure test on the Deepwater Horizon pipe cap seem to show success but Foreign Policy Magazine put it this way:
For the first time since April, oil has stopped flowing into the Gulf of Mexico after BP successful placed a new cap over the gushing well yesterday. Engineers will continue to take pressure readings from the cap until at least Saturday. If pressure reading hold, it will be a sign the pipe underneath is undamaged and the 35,000 to 60,000 barrels of oil spilling out of the well per day can be captured by surface ships.
Authorities at all levels warned against undue optimism. "It's far from the finish line. ... It's not the time to celebrate," said BP Chief Operating Officer Doug Suttles, warning that the flow of oil could still resume. [In Full w/ Links]
The FBI claims that the attempted Christmas airline bombing over Detroit was just one part of a two part plot out of Kenya and London with the second part targeting the New York night club scene.
No Justice... Yesterday, July 15 2010, radical lawyer Lynne Stewart was sentenced to 10 years in prison. "In February 2005, Lynne had been convicted on 7 counts of “conspiracy, providing material support to terrorists, and defrauding the U.S. government”.
The government had alleged that Lynne had facilitated communication between a man she was defending in court, fundamentalist Islamic cleric Omar Abdel Rahman, and people in Egypt." [source]

Bradley Manning is the U.S. soldier now in a US military prison in Kuwait who has been arrested and charged with two violations for releasing classified information (the Wikileaks "Collateral Murder" video) and facing 54 years in prison.
He is being held in isolation from the outside world – with no contact with his civilian attorneys working to defend him.
If the allegations are true, we believe that Bradley Manning is a hero for bringing to light the realities of the crimes being committed in the U.S. occupation.
We call for his immediate release and that his attorneys be allowed to talk to him."

The Deepwater Horizon is still gushing but... BP shut down the top valve in the pressure testing assembly and it caused another 'choker' coupling to leak during the ramp up to the test. They expect to begin testing by tonight... but there IS some progress as one of the relief wells is just 4 feet away from making contact. More.
Meanwhile, the Christian Science Monitor notes the Gulf of Mexico will naturally 'clean up' most of spill by itself, but environmental resilience has its limits.

There were 29,000 less unemployed Americans last week after two years of increasing numbers. Slow recovery is probably the best we can do for now.
The Pentagon and the Afghan Interior and Security Ministers have signed a pact to create an Afghan national police force under the command of Afghanitan's government. Up to now illegitimate president Karzai has resisted creation of anything resembling a local militia because (and traditionally) they tend to be independently minded and are generally believed by the Karzai government to pose more of a threat to the government than the Taliban. Pundit Rachel Maddow states US weapons manufacturers (ie. Colt Arms and a few other companies) are going to begin the sale of M16s and M4s to Afghanistan... This is most likely being forced on the Afghan government by the U.S. government. Afghanistan, like most countries in the region, is a nation that only knows, and probably will never voluntarily reject, the most common light arms in the world today, the AK47 and it's variants.
The Finance Reform bill may pass a cloture vote sometime today making a full vote sometime between then and Monday possible. Three Republicans have been added to the endorsement list, and one Democrat 'signed off' saying it doesn't go far enough.
Argentina's government is about to make same-sex marriage legal after their legislature passes it by a seven vote margin. The Argentine president's signature is expected. It will be the first country in the South to do so.

The "cap" is in place on the spewing oil pipe in the wreckage of the BP Deepwater Horizon and now they're "testing their test" before they put pressure on it. Meanwhile the Natural Gas is being vented and burned in the open air which leaves BP investors holding their breath because if it DOESN'T work, and they don't find anything that will, there's a chance that BP's Well May Leak For 55 Years Or More Into The Gulf Of Mexico.
The Taliban is playing by the international rules of war... How about NATO? An Afghan soldier NATO was training who killed three NATO/British soldiers with an RPG the other day escaped to Talib controlled territory and surrendered. Meanwhile the funding for the war on Afghanistan is stalled in the house and the Pentagon is getting a bit testy because the bill includes payroll money for the troops stationed there.
The US is allowing a Guantanamo detainee to be returned to Yemen despite in-place prohibitions against repatriation to that country. A federal judge decided this person had done absolutely nothing to warrant his extended detention, EIGHT YEARS, in America's "Concentration Camp in the Caribbean".
The US has deployed an alleged anti-missile battery to Poland 45 miles from the Russian border, to protect Europe from a potential Iranian nuclear attack... But the question of the day is "Is the anti-ballistic missile "shield" system that the United States intends to deploy in Eastern Europe defensive or offensive?"
Jacob Lew, previously serving during the Clinton administration when There WAS a budget surplus, has been picked in a 'raid' on the State Department to be the new head of the Office of Management and Budget.

What do you mean "Anarchists DIDN'T Do It"? Four Santa Cruz California Animal Rights Activists (The AETA 4) have had an indictment potentially leading to trial over accusations they firebombed a UCSC researcher's porch and car dismissed without prejudice. Apparently they were arrested simply because they had a previous altercation with the law after demonstrating at a researcher's home.
But in the wake of this decision, it's eminently notable that the state law passed on the basis of this almost certainly provocateur-committed act (the vote was scheduled just a few days after the act) extending special protections to animal researchers at UC facilities (ie. A permanent FBI liaison on UC campuses statewide and a prohibition on demonstrating, as they did, near researchers) remains as legislative proof that provocateurism gets the (lawmaking) goods.
The defense team expects charges will be re-filed and the defendants will appear in court next week.

Proposals to Cut Social Security Benefits will Significantly Impact Retirement Income for Low-and Middle-Class Retirees
WASHINGTON, DC - Despite the fact that Social Security is fully funded through 2039, there have been calls to cut Social Security benefits in an effort to reduce the long-term budget deficit. A new analysis from the Center for Economic and Policy Research (CEPR) finds that three of the most common proposals to cut Social Security would have a substantial negative impact on low- and middle-income families.
“There is a great deal of talk in policy circles about cutting Social Security, but very little discussion of the financial situation of those affected by the cuts,” said Dean Baker, co-director of CEPR and an author of the report... [In Full]

Missing from almost all discussion of America's dizzying rate of unemployment is the brute fact that hourly wages of people with jobs have been dropping, adjusted for inflation. Average weekly earnings rose a bit this spring only because the typical worker put in more hours, but June's decline in average hours pushed weekly paychecks down at an annualized rate of 4.5 percent.
In other words, Americans are keeping their jobs or finding new ones only by accepting lower wages.
Meanwhile, a much smaller group of Americans' earnings are back in the stratosphere: Wall Street traders and executives, hedge-fund and private-equity fund managers, and top corporate executives. As hiring has picked up on the Street, fat salaries are reappearing. Richard Stein, president of Global Sage, an executive search firm, tells the New York Times corporate clients have offered compensation packages of more than $1 million annually to a dozen candidates in just the last few weeks.

According to British Petroleum the "Gulf Gusher" is shut down, or should we say they're testing to see if it is. A newer tighter cap has been installed and now they're going to check pressure and attempt a diversion to storage tanks. If it DOESN'T WORK, there will be leakage PLUS pressure on other flaws along the pipe leading to a potentially larger flow. Also, damage payments have been cut (Perhaps to avoid their OWN financial demise) by BP and they're 'playing games' with the victims compensation.

The Times of London reports on two leaked memos from the British government under Labor Prime Minister Gordon Brown that strongly suggest that the Libyan accused of planning the Lockerbie airliner bombing was released in return for BP drilling rights in Libya. (H/t Crooks & Liars).
There are three weeks left before congress goes on summer recess and the president wins one with three Republicans dedicating themselves to vote for the finance reform bill. Another possible break for the president, the appointment of a new Democratic senator by the governor of West Virginia to replace the recently passed lion of the senate chambers, Robert Byrd. The appointment will last until the November elections when it is possible the governor himself will run for the office.
It's the six month anniversary of the Haitian earthquake while the refugees still wait for adequate housing and the storm season begins to threaten the lowlands where the camps are. The wealthy own the high ground, and are not inclined to encamp the earthquake's victims on their golf courses. As this New York Times article from April makes clear, many who were previously not refugees now are, and will continue to be for the foreseeable future.

The attempted dismemberment of Native American sovereign rights continues in the 21st century, Iroquois (Haudenosaunee) edition:
For some 30 years, the Haudenosaunee (People of the Longhouse), often known as the Six Nations Confederation, have been accustomed to traveling internationally from and back to North America on Haudenosaunee passports. Now, however, the United States government has evidently taken issue with the Haudenosaunee passports.More on this at the New York Times
As a result, the Iroquois Nationals lacrosse team has been delayed from its scheduled July 11 departure from New York to Manchester, England for the 14-day 2010 World Lacrosse Championships.
The United Kingdom government has refused to grant travel visas to the 23 Haudenosaunee players because the U.S. Department of State and U.S. Department of Homeland Security have refused to guarantee that the United States will allow the Iroquois Nationals players to return to Haudenosaunee territory by re-crossing the international boundary of the United States.
Even under the George W. Bush administration, the United States government did not attempt to stop the Haudenosaunee from traveling internationally on Haudenosaunee passports. Now it appears that the U.S. government may have shifted its position. Under President Barack Obama's watch, it appears that the United States is not going to honor Haudenosaunee passports despite Obama's statements during his election campaign in Indian country that he was going to respect the nation-to-nation relationship between the United States and indigenous nations such as the Haudenosaunee.

(A note from Razer on the commentary... The town I live in, Santa Cruz California, used their stimulus money to repave their downtown shopping district's street... of which, only 20% needed re-paving. However, it DID keep a small number of highly paid construction union employees who work for a locally based INTERNATIONAL construction company (Granite Construction) on the payroll for just a while longer)
The "Gusher In The Gulf" is gushing again as BP attempts to install a new cap... Unfortunately reports say the pipe itself has fractured below the surface of the sea bed and there are numerous 'smaller' leaks.
An aside from Razer: Last week Razer mentioned British Petroleum's search for deep-pocketed stakeholders as their corporate bottom line slowly sinks in the petro-muck of the Deepwater Horizon disaster's international legal implications.
Firedoglake quotes the New York Times on the distinct possibility that BP will go bankrupt, and in Razer's opinion, for the most part, unaccountable for the long term effects of the disaster they created (but NEVER FORGET, that disaster happened, in part, because of the end consumer's own hypocrisy)
[NYT] With pockets as deep as BP’s — its assets are worth more than $260 billion — the possibility that it might be forced to seek bankruptcy protection because of the Gulf of Mexico oil spill is considered remote by many industry experts.
But what if the company’s plan to contain the spill in the next several days does not work, and other efforts to stop the gushing oil also fail?
If that were to occur, the worst-case projections of some experts, if they came to pass, would strain the ability of any company to pay, said Robin K. Craig, associate dean for environmental programs at the Florida State University College of Law.
Professor Craig said that if the oil hit the Gulf Stream and was carried by currents to East Coast states, Cuba and other Caribbean nations, and possibly even Britain, lawsuits could quickly mount to levels even BP could not handle.
“My bet is that BP will finally go bankrupt from the tort liability and the environmental liability,” she said. “Hypothetically, a bluefin tuna farmer in the Mediterranean could end up with a claim against BP.” [In Full]
Afghanistan... we lost six troops in individual incidents over the weekend. That's an indication the Talib and allies are bringing the battle to us. There is significant discussion now about whether we can win the war at all, even as the funding for the war is stalled in congress with three weeks left before summer recess and a number of contentious issues to hammer out. Syncrude Guilty in Duck Deaths

Syncrude was convicted today of provincial and federal charges for the deaths of 1,600 ducks that got sucked into the slime in the company's tar sands tailing pond in April 2008.
The company is now liable to fines of up to $800,000 and company officers face jail time, but a date for sentencing has yet to be set and no one believes that either level of government will throw the book at Canadian oil executives.
Syncrude had argued that it was operating its toxic waste dump with provincial and federal permits and that any conviction would render a continuation of the tar sands industry impossible. The judge wasn't buying. He noted that Syncrude has crews dedicated to deterring birds from landing in its oily sludge, but observed that the crews only work Monday to Thursday.
Apparently, the judge took as unreasonable Syncrude's apparent optimism that migratory birds would take the weekend off. [In Full]

The ability of the US government to act in a prompt manner has recently been called into question, but when it comes to spy swaps... The Russian "Suburbanite Spy Ring" has been wrapped up, a deal worked out where they all pled guilty to one count of "failing to register as an agent of a foreign government" with time served, and they were immediately deported via chartered US airliner to Vienna where the Russian government picked them up and took them 'home'.
Norway, in conjunction with US intelligence agencies, has arrested a number of Yemenis and others who were apparently a cell for the Pakistani Talib planning European and US attacks.
A three judge federal Appeals Court panel, all having represented the oil companies or having worked for them (as had the original judge), have overturned the Gulf of Mexico offshore drilling moratorium.
Meanwhile, an Inter-Press Service reporter, and the media in general was refused access to a Seabird rescue facility, specifically the "Oiled Wildlife Rehabilitation Center", Fort Jackson, Louisiana.
A Federal District Court judge in Massachusetts has ruled that the federal "Defense of Marriage Act" violates the 10th amendment... In other words, marriage is an act of law reserved for the states. There WILL UNDOUBTEDLY be an appeal.

A nuclear scientist in the Russian weapons program who was spying for the CIA (Igor V. Sutyagin) has been moved to Moscow and told he needs to get ready to be extradited in a spy swap for ... members of the 'Suburban Spy Ring'. He's NOT pleased, considering that he pled, and still maintains, that he's innocent.
A "Don't Ask Don't Tell" survey of 4,000 U.S. troops is going to be conducted by the Pentagon in the run up to a new set of rules. Marines and sailors at bases in Southern California have already received theirs eve as many Gay advocacy groups are requesting non-cooperation with the survey saying
"There is no guarantee of privacy and (the Pentagon) has not agreed to provide immunity to service members whose privacy may be inadvertently violated or who inadvertently outs himself or herself," said Aubrey Sarvis, the group's executive director. "If a service member still wishes to participate, he or she should only do so in a manner that does not reveal sexual orientation." [In Full]
President Obama has recess appointed Doctor Don Berwick as the Medicare and Medicaid Services administrator. The position has been vacant since 2006. Doctor Berwick is in favor of single payer insurance and other Republican despised medical care concepts. The president also used the same appointment technique for Philip Coyle as National Security and International Affairs Associate director and Joshua Gotbaum as Pension Benefit Guaranty Corp director.
The President will be campaigning for Senatorial candidates in Kansas City and Las Vegas today. His pitch in what should be major speeches may have the tenor "Look at the Republicans, what they do and who they are". He'll be in California campaigning for Barbara Boxer tomorrow.
The new unemployment numbers are in. ONLY 454,000 Americans lost their jobs against an expectation of 460,00 as the benefits run out for millions of Americans due to Republican tantrums about how lazy people on unemployment become after extended periods of assistance, and others who managed to find work are saying "Do you want fires with that?". Products and Services for the Permanently Unemployed Consumer
Developing and marketing products for a shrinking market poses an interesting set of challenges. Even if a company does an outstanding job and is able to steadily grow its market share, these gains are negated if the market itself continually shrinks by an ever larger amount. For instance, a company might have an outstanding electric vehicle design, but it is destined to fall by the wayside during a time when the number of consumers that qualify for a car loan is trending downward, the used car market is glutted by repossessions, and federal, state and municipal governments are unable to upgrade their car fleets because their budgets are far in the red.
Consumer product development caters to individuals who live in houses or condos, have jobs to which they commute by car, and generate a steady stream of disposable income. This is the group to which the business press often refers collectively as "the consumer": one often reads that the consumer is retrenching, that the consumer's credit is tapped out, that the consumer's disposable income is shrinking and so on. The consumer is not growing. What is there left to do except design and manufacture fewer and fewer products?
