The International Space Station is in the middle of a crisis. There's a broken refrigeration unit (air conditioning) and the pump they intended to replace is being balky. Another space walk is planned. The first one took eight hours.
The House of Representatives is in special session after Nancy Pelosi called them back to vote on the Senate passed Job Bill.
President Obama has nominated a new U.S. ambassador to Venezuela, Larry Palmer, after the Republicans stalled it and it now turns out Venezuela will not accept him i-country after he said he thought Venezuela and the Colombian rebel group FARC were closely tied and how the Venezuelan military's morale was low because of the country's political system. Venezuela's president Hugo Chavez will meet with the new president of Colombia next week attempting to repair diplomatic damage in the wake of the Uribe administration.
Up to now Colombia has been the U.S. front-line (client) state in our Latin American wars but we have other allies if Colombia's new president Santos doesn't heel to American demands... See: "What the Heck Are US Marines Doing in Costa Rica?"
Speaking of Colombia... Remember the US assisted Colombian attack on a FARC "rebel" camp and the miraculously unscathed computer found in the wreckage alleged to contain information "proving" FARC's "Venezuelan ties"? Interpol was amused by the crude Colombian tampering (the 'Last Modified" dates were changed by a computer startup after confiscation), and now... a Columbian "Police investigator admits manipulating Reyes' files".
According to British Petroleum and the US government the "Top Kill" of the oil-spewing Deepwater/Horizon/Macondo oil well has 'worked' and now they'll attempt to plug the bottom of the well... There are claims BP plans to drill this site again, see "BP Eyes Reservoir Below Capped Well".

Santa Cruz California Peacecamp2010 has been under siege over the weekend with dozens of Misdemeanor citations written and almost a dozen arrests. The camp's lawyer, Ed Frey, and other participants have been arrested for refusal to cooperate and sign the tickets, claiming the law they are being cited for is unconstitutional and invalid.
One man is on hunger strike and remains incarcerated until a Tuesday hearing.
One person was overheard telling the sheriffs involved in the raid: "Someone just got hit by a drunk driver... because you were here enforcing this unconstitutional law instead of patrolling the highways on Saturday night". This correspondent saw the officer's shoulders rise with tension and one can only hope his 'dop kit' contains antacid.
The protest revolves around the apparent ongoing illegality of a total ban on sleeping outdoors covered with a blanket, or in any manner, between the hours of 11pm and 8am anywhere within the city limits.
HOWEVER, to avoid testing the city of Santa Cruz' 'camping ban' ordinances, the law the arrestees are being cited for is California State Penal Code 647(e).
It is understood from sources that the Santa Cruz police department has refused to cooperate with the Santa Cruz Sheriffs in citing under their own 'ordinance' (not 'law'... 'ordinance').
California State Penal Code 647(e) is applicable to anyone...
...Who lodges in any building, structure, vehicle, or place, whether public or private, without the permission of the owner or person entitled to the possession or in control of it."This State Code implies that it's illegal to bed down anywhere in the state without domicile (a home) or a place to stay (lodging). Put simply... without housing, it's apparently illegal to be "(any) place" in the state for any length of time (because one MUST sleep).

It is a 'law' that should date back to slavery days when California was a 'free' state attempting to control the influx of escaped 'Nigras'.This law is eerily close to the "Vagrancy Laws" overturned or sun-setted since the 40s, except in the South where laws like this were used into the 1960s to control the movement of the African American U.S. citizens.
Funny thing... (but I'm not laughing) you'd think this law was probably last used extensively in California during the GREAT DEPRESSION of the 1930s, but in reality this law was added to the state's law books over the last few years, the (e) subpart replacing the state's unconstitutional "Stop and Identify" statute.

65 years ago today a U.S. aircraft delivered a nuclear bomb that killed 140,000 people in Hiroshima Japan and the next day, Nagasaki was attacked. Much more in the commentary.
In the last 24 hours the U.S. Senate managed to pass the "Jobs Bill" and now Nancy Pelosi will call the House back into session to vote.
Retired General Clapper has been confirmed as the new Director of National Intelligence.
The weather moves from West to East - The Himalayas and India are experiencing the same monsoon weather and flooding that recently thrashed Northwest Pakistan leaving TWELVE MILLION affected.
There are literally a thousand of forest fires burning upwind of Moscow Russia despoiling the air, as the country experiences the worst heat wave in a century.
It LOOKS like it might be "OK" - BP has completed their Static Kill on the Deepwater/Horizon/Macondo well and will start working on relief well in a couple of weeks and then "Bottom Kill" it.

In post-gentrification Santa Cruz California, an ongoing demonstration/protest called Peacecamp2010 ("Your wars are making us poor") organized by a local lawyer and in-place at the county courthouse has the city's PR panties in a knot and pressure is being applied by the city and county by harrassing the houseless campers into vacating, to little effect but a few minutes lost sleep.
"SANTA CRUZ -- Tensions surrounding a month-long homeless protest in front of the county courthouse are rising, but so far no action has been taken to enforce the city's camping ban.As yours truly worded it a while back:
For the second time this week, sheriff's deputies went to the camp-out late Wednesday to shoot photos, talk with demonstrators and advise them they are violating the city ordinance, according to Sgt. Dan Campos.
"We've got some plans to resist the next time they come too," Christopher Doyon, 45, a homeless man who is the spokesman for what demonstrators call Peace Camp 2010. "They're not going to get this easy."
Most of the 40 people camping on the lawn and stairs in front of the Santa Cruz County Superior Courthouse were cooperative and no citations were issued, Campos said.
Protesters had a different take on the night. They termed the incident a "raid" and said they thought deputies invaded their camp and harassed sleeping people.
"They came in last night and they met some pretty stiff resistance," Doyon said. "We're not going to take this lying down anymore."
Participants argued with deputies Wednesday, telling them they were violating campers' civil rights by waking people. Deputies also had come to the camp early Sunday morning, a calm visit that campers had expected.
The demonstrators are calling for the Santa Cruz City Council to rescind a city ordinance that prohibits camping in Santa Cruz between 11 p.m. and 8:30 a.m., as well as forgiveness for all camping tickets ever issued in the city.
Protesters have vowed to stay on the lawn until their demands are met. If police try to remove them, several have said they will not go voluntarily." [In Full]
...And finally, in Santa Cruz California, also known as "Silicon Beach" due to it's vacation-ready location just 'over the hill' from the Silicon Valley and San Jose, the LEGAL homeless camp-in at the county courthouse known as "Peace Camp 2010" enters it's 24th night of legal sleep for travelers and the displaced workers of the city After a march to city hall the day before, with the city government, whom the sleep-in is targeting due to unconstitutional laws such as a total prohibition, (a "blanket ban" if you would) on sleeping outside at night. The city's leaders are sweating it out in an election cycle full of nightmare publicity aimed at showing the so-called 'progressive' city's government seamy authoritarian underbelly. In a currently headlining desperate attempt, the city is claiming the County courthouse steps are under the jurisdiction of the City's Parks and Recreation claiming it gives them jurisdiction to break up the camp-in, but at this point, and to their credit, the Santa Cruz Police Department is not impressed with the dual-jurisdiction interpretation:
SANTA CRUZ -- The legal loophole that has allowed dozens of protesters to camp in front of the county courthouse for more than three weeks closed Wednesday when city and county officials determined the city's camping ban applied to the county property because it falls within city limits.Visit Peace Camp 2010's blog, and see this IndyMedia article for more information.
However, it remained unclear how the ordinance would be enforced.
"I think what they're going to do is notify all the folks and encourage them to move along," (The current situation at Peaceamp2010) said county spokeswoman Dinah Phillips, who issued a statement Wednesday saying the city's no-camping ordinance would be enforced.
But sheriff's deputies were still formulating a response and city police said it's not their call.
"Why would we go? It's the county's property," Deputy Santa Cruz Police Chief Rick Martinez said. "We're not going to take action on our own on their property." [In Full]

UN extends mandate of UN mission in Iraq for a year
UNITED NATIONS: The Security Council on Thursday extended by a year the mandate of the UN Assistance Mission in Iraq (UNAMI) and urged that country’s leaders to speed up formation of an inclusive government.
The 15-member body unanimously adopted a resolution, sponsored by the United States, Britain, Japan and Turkey, extending the mandate of UNAMI, which expires Saturday, until July 31 2011. It expressed its intention to review the mandate “in 12 months or sooner, if requested by the government of Iraq.”
As UN chief Ban Ki-moon did Wednesday, the council also appealed to Iraq’s bickering leaders to quickly form a government “that represents the will and sovereignty of the Iraqi people and their hope for a strong, independent, unified and democratic Iraq” in the wake of the March parliamentary elections. Ex-premier Iyad Allawi’s Iraqiya bloc finished first in the March 7 polls with 91 seats in the 325-member parliament, with PM Maliki’s State of Law alliance winning 89.
Both, however, fell short of a parliamentary majority, and negotiations over assembling a coalition with other parties appear to have stalled. The lingering political deadlock coincides with an upsurge of extremist violence, with a total of 42 people killed Tuesday, just days after government ministries said more people died in unrest in July than in any month since May 2008. afp [In Full]

They've begun pumping mud into the Macondo/Deepwater Horizon well and apparently the 'static kill' is working and the energy advisor to president Obama has said that 70% of the spill has dissipated. There STILL a mess to clean up all over the Gulf of Mexico, even if true.
President Obama froze the pay of appointed federal employees yesterday. It's expected to save a meager $6.9 million in the next year and it will affect about 2,000 people.
In the Himalayas the US military is sending helicopters into the areas of Northern Pakistan hit by flooding for evacuation and disaster relief
In Kashmir, the funerals of people killed by Indian troops firing into crowds has turned into riots of their own.
Sen Kerry, chair of the Senate Foreign Affairs committee has postponed hearings on the Strategic Arms Limitation Treaty (SALT) ratification and in another committee, the Energy bill is on hold due to contention over Cap and Trade and other issues.
A federal district court in Sacramento California will make it's decision today on the same-sex marriage ban, proposition 8. It will undoubtedly move to federal appeals court, and then the Supreme court.
Finally, a bit more on the U.S. "Withdrawal from Iraq" and the much parroted statement: "President Obama reaffirmed on Monday that the US would have all combat troops out of Iraq by the end of August,"
"Obama did not say that all the combat troops were leaving (Iraq) this month. He certainly didn’t say this yesterday, and to my knowledge he has never said it."The six units are thought to be:
• 4th Infantry Brigade Combat Team, 3rd Infantry Division
• 2nd Brigade Combat Team, 25th Infantry Division
• 3rd Armored Cavalry Regiment
• 4th Brigade Combat Team, 1st Cavalry Division
• 1st Heavy Brigade Combat Team, 3rd Infantry Division
• 4th Brigade, 1st Armored Div
I’m going to be just a bit repetitive and say this as clearly as possible—just in case any journalist comes slumming through FDL and actually reads this. Here goes:
Each of these units will be in Iraq after 8/31/10, and each will be as fully combat-capable as any brigade combat team or armored cavalry regiment currently in Iraq. They have all the guns, bombs, rockets, tanks and artillery required to pound the living crap out of anything or anybody they choose.
For any journalists who haven’t left to write about how some people think Amanpour is probably a taliban sympathizer, here is the DOD press release from October of last year announcing four of the above units for deployment. They’re described by DOD very clearly as “combat brigade teams”—because that’s what they are—but also listing them as “advise and assist brigades”. [In Full]

Double checking - BP will begin testing the Macondo Well (note the name change) in the Gulf of Mexico for leakage and perhaps attempt to 'static kill' it. More. The US government said on Monday that 10 to 12 times the amount of oil had been flowing from the well than it originally thought.
The Senate will begin it's debates on Elena Kagan's Supreme Court nomination. She IS expected to take a seat on the high court.

It IS notable that "Obama did not say that all the combat troops were leaving this month. He certainly didn’t say this yesterday, and to my knowledge he has never said it."
The reason Obama avoided saying this Monday likely stems from the fact that the units deployed in Iraq after August 31st 2010 will all be fully functional combat units. The only difference is that we will now call them by a different name, in which the word “combat” no longer appears. They are now termed “advise and assist brigades” by the administration, and the press dutifully reported this new term in their stories.So expect 'No Change' from "The O-bomb-Ya administration" and you won't be disappointed - With the US already #1 world weapons seller, Obama seeks to expand American arms exports by "trimming" the approval process.
No wonder the press missed it. They can’t be expected to take dictation and fact-check it too.
Normally, misleading text and headlines are so commonplace they just don’t bother one like they used to. But this is Iraq. And I’m worried that the American public may be misled into thinking that all we’ll have over there a month from now are a few clerks and supply officers. . . . The public might wrongly perceive from a false-fact like “all combat troops gone” that the light they’re seeing at the end of this horrific tunnel is fairly strong, when maybe it’s not that strong and it’s pretty far away.
What the administration has done (and the press would know this if they’d simply do their collective job) is rebrand the Iraqi mission with an new tag-line (“New Dawn”), and re-label six fully-combat-capable brigades with new, kinder and gentler titles. That’s basically the story. Here’s the February memo from Gates to CENTCOM giving the go-ahead to roll-out the kinder/gentler new mission tag-line that we’ll all going to hear so much about.
The New Dawn mission tagline and associated public relations effort doesn’t fit well with the word “combat”–and actually the American people have had their fill of the term too. So no accident that the administration has simply renamed six (or so) brigade combat teams as “advise and assist” brigades. The units may have received minor personnel changes, but otherwise are in no way different from existing combat brigades in Iraq. Indeed, some or maybe all of them are already deployed and functional under our current “Operation Iraqi Freedom” mission. The only thing that has changed is the name. [In Full]
Meanwhile president Obama's job approval rating reaches a new low (41%), and much of that rating is due to the wars.WASHINGTON — The United States is currently the world biggest weapons supplier — holding 30 per cent of the market — but the Obama administration has begun modifying export control regulations in hopes of enlarging the U.S. market share, according to U.S. officials.
President Barack Obama already has taken the first steps by tucking new language into the Iran sanctions bill signed in early July. His aides are now compiling the "munitions list," which regulates the sale of military items.
The administration's stated reason for the changes is to simplify the sale of weapons to U.S. allies, but potential spinoffs include generating business for the U.S. defense industry, creating jobs and contributing to Obama's drive to double U.S. exports by 2015. [More @ McClatchy]

Peter Barry Lawrence pointed a BB gun at a bank teller and was surprised at the amount of bravado that surged through him. He threatened to shoot anyone who followed him out.
“I felt like Clint Eastwood or Charles Bronson,” he said. “There was a sudden rush of adrenaline.”
Lawrence, 71, made his getaway in his wheelchair, with $2,000 in cash on his lap. He was headed back to his rented room at the nearby San Diego Downtown Lodge, but he took a meandering route down Seventh Avenue until the police caught up with him five minutes later.
And just like that, the rush was over. But that was all part of the plan.

More than one in five Americans at risk of destitution
More than one in five Americans in 2009 suffered a household income loss of 25 percent or more over the previous year, according to a new report sponsored by the Rockefeller Foundation and entitled “Economic Security at Risk.” The report documents a steady increase in economic insecurity since the 1960s, and concludes that annual income losses of 25 percent or greater increased by 49.9 percent between 1985 and 2009.
“Putting this trend in terms of population,” the report states, “approximately 46 million Americans were counted as insecure in 2007, up from 28 million in 1985.” The head of the research team that prepared the report, Yale University Professor Jacob Hacker, told an interviewer, “What we’re seeing, basically, is what we’re calling ‘the new normal.’ We’re slowly ratcheting up this level of economic insecurity.”
The research group has devised what it calls the Economic Security Index (ESI), which measures the share of Americans in a given year who experience at least a 25 percent decline in their available household income and who lack a financial safety net to replace the lost income. Such a sudden income drop—usually due to the loss of employment, high medical expenses, or a combination of the two—often leaves people facing destitution.
The report does not include 2010, when long-term joblessness has become endemic. The ESI for this year will doubtless be considerably higher than for 2009... [In Full]

The war is over (NOT!) - All US troops are staged to pull out of Iraq now, but 50,000 troops called "advisors", twice that number in military contractors' and the LARGEST embassy ever built, will still remain.
The last Dutch troops will be out of Afghanistan by the end of this month, but it took the collapse of the Dutch government to accomplish it.
The Arizona Immigration law won't be heard in appeals court until November, which pretty much settles the status of the law for the rest of the year.

There's MAJOR flooding in Northwest Pakistan and in Waziristan as the Khyber Pass and road between Peshawar Pakistan and Kabul Afghanistan closes. Those are our two largest supply routes in the Afghanistan war.
In Kashmir there have been protests and riots over the earlier killing of protesters but when they torched a building with explosive in it, 35 people died... as torrential Monsoons continue in the region.
Democratic Congressman Charlie Rangel has 13 charges of 'ethical violations' filed against him, and most are ridiculous. Democratic Congresswoman Maxine Waters, another African American Democrat is also being investigated, while Senator John Ensign, under multiple counts and who obtained his mistress's husband a government job, is not being investigated.
