» It's the one year "anniversary" of the BP Macondo well oil spill in the Gulf of Mexico and the long term effects on the environment from the spill, the Corexit dispersant and all the rest remains to be seen. No one's satisfied except BP who ran a $2.3 billion dollar profit the year before the spill and upped it to $5.3 billion in the year of the spill.

» President Obama is going to be at Facebook HQ in California for a virtual town hall meeting and to pitch the new budget plan. 32,000 Facebook users have signed up and there is going to be a 'One Million Shoes At Obama' "shoe throwing" as well. The president will be in Colorado and Nevada after that continuing to sell his budget plan.

» The Pentagon has transferred Bradley Manning, imprisoned for almost a year now with no arraignment and NO CHARGES READ from Quantico Marine Brig where he was kept in conditions described by experts as TORTURE to a medium security facility at Fort Leavenworth... Where there seems to be an unusually high incidence of Cancer among the inmates. As of May 23, 2011 Manning will have been incarcerated for one year over his alleged involvement in the WikiLeaking of the Collateral Murder Gunsight Video among other documents. The government has claimed it found forensic cyber-traces of their purloined documents on Manning's thumb drive. Whether that can be proven true or not, and whether the main testimony of a mentally ill hacker with a felony conviction named Adrian Lamo is admissible remains to be seen.

Yesterday the Pentagon surprised everybody – including Bradley Manning’s lawyer – with news that the accused Wikileaks whistleblower will be moved from the Quantico brig in Virginia to Fort Leavenworth, Kansas. The Pentagon’s lawyer, Jeh Johnson, announced Manning’s transfer in a snap press conference (video embedded) that revealed the government’s strategy: take Manning to a place “not in the Washington[, DC] area” where he will “likely be in pre-trial confinement for a while.”

What was obvious in the Pentagon’s press conference yesterday was they plan on keeping Manning in Fort. Leavenworth for quite some time. Despite being held for 11 months, including 8 in abusive conditions at Quantico, there are no plans to try Manning any time soon. And the Pentagon made it clear... [Read and Watch @ FDL]
» Fidel Castro has resigned as the chief of the Cuban Communist Party. His brother Raul will take over and there will be other changes as the Cuban Revolution continues to synthesize.

» The new terror alert notification system will go into effect today with two simple categories "Impending" and "Normal". They will be regionally assigned as conditions demand. More in the commentary.

» The bill in Arizona vetoed by governor Brewer yesterday requiring state-valid proof of citizenship from a presidential candidate to be on the has had the veto over-ridden by the state legislature and there are 17 other states considering similar legislation.

» In our war on Libya government forces are making inroads into Misrata's outskirts meaning NATO airstrikes can't protect the remaining civilians. Report say Misrata has enough food and water for two months.

The Libyan government forces are ALLEGEDLY using cluster munitions, but almost all of these weapons, "Banned by most nations", are distributed by ONE MAJOR WORLDWIDE WEAPONS SUPPLIER, the U S A, with Israel also using them. Semantically it's a GREAT WAY to turn 'liberals' into warhawks though. HORRORS! The LIBYANS are using cluster munitions (barring the distinct possibility they were planted by Western Special Operators and CIA ops running all around the Libyan desert right now, or allied aircraft).

Analysis of the CIA fronted Libyan rebel's chances of winning the day seem to show:
WASHINGTON (Reuters) - Too little is known about Libya's rebels and they remain too fragmented for the United States to get seriously involved in organizing or training them, let alone arming them, U.S. and European officials say.

U.S. and allied intelligence agencies believe NATO's no-fly zone and air strikes will be effective in stopping Muammar Gaddafi's forces from killing civilians and dislodging rebels from strongholds like Benghazi, the officials say.

But the more the intelligence agencies learn about rebel forces, the more they appear to be hopelessly disorganized and incapable of coalescing in the foreseeable future... [More]
» Even as Syrian troops open fire on demonstrators WikiLeaks papers have revealed the US embassy in Damascus Syria is supporting anti-government forces and running a radio station out of Southern California, rebroadcast through London, in support of the opposition.

More on the in-country turmoil From Foreign Policy magazine:
Syrian security forces opened fire on a crowd of protesters in the central square of Homs, the country's third largest city. The government is now warning activists that further gatherings will face harsh measures under Syria's Emergency Law.

The activists had gathered to mourn the killing of 14 demonstrators on Sunday. The funeral procession transformed into a political demonstration throughout the day, with the activists occupying the square and vowing not to leave until President Bashar al-Assad steps down.

The demonstration amounted to a rejection of a televised speech by Assad, in which he promised a number of reforms including the lifting of the emergency law. As many as 200 people may have been killed in the unrest so far. [In Full]
» All the recent presidents have said this... President Obama will be holding an "Immigration Summit" at the White House today. He wants to refocus immigration enforcement on employers of illegal immigrants.

Meanwhile, in Razer's locality, rich in Chicano culture. The employers ARE NOT being investigated, but the immigrant community is being threatened by so-called "Secure Communities" programs of the federal government:

Under a new federal program known as Secure Communities, a van belonging to the federal government regularly pulls up to Santa Cruz County Jail on Water Street to pick up illegal immigrants.

If you know who the immigrants are, you can find out where they were taken. But in a move that alarms some advocates, the Department of Immigration and Customs Enforcement won't share that information, and local jail officials say they have no way of tracking that data.

"One of our biggest grievances about Secure Communities is the lack of transparency, both at the local level and the national level," said Tomas Alejo of the Immigrant Action Network.

Started in 2007 and pitched as a way to get dangerous offenders off the street, Secure Communities has met with controversy since its inception.

Concerning to rights groups is that 45 of the deportees were listed as "non-criminals," or 52 percent of those deported, much higher than the statewide average of 30 percent.

The 52 percent rate is among the highest in the state, and the highest in the Monterey Bay area, though Monterey County's rate follows closely at 48 percent.

So far, 35,000 people have been deported from California through the program. But without names, tracking the nearly 10,000 "non-criminals" deportees -- what they were arrested for, what happened with their cases, where they are or what country they were returned to -- is difficult... [In Full]
» Arizona governor Jan Brewer has vetoed two bills. One of which would have allowed guns to be carried on some parts of public universities and community colleges and would have required federally valid ID or proof of America citizenship to run for government office. Another provision would require anyone stopped in "The Public Way" for infractions to produce identification. There WAS some dispute about exactly what "The Public Way" actually means.

Plans to exploit Iraq's oil reserves were discussed by government ministers and the world's largest oil companies the year before Britain took a leading role in invading Iraq, government documents show.

The papers, revealed here for the first time, raise new questions over Britain's involvement in the war, which had divided Tony Blair's cabinet and was voted through only after his claims that Saddam Hussein had weapons of mass destruction.

The minutes of a series of meetings between ministers and senior oil executives are at odds with the public denials of self-interest from oil companies and Western governments at the time.

The documents were not offered as evidence in the ongoing Chilcot Inquiry into the UK's involvement in the Iraq war. In March 2003, just before Britain went to war, Shell denounced reports that it had held talks with Downing Street about Iraqi oil as "highly inaccurate". BP denied that it had any "strategic interest" in Iraq, while Tony Blair described "the oil conspiracy theory" as "the most absurd".

S&P warning: Fix deficit or risk credit rating

Ben Bernanke WASHINGTON – A key credit agency issued an unprecedented warning to the United States government Monday, urging Washington to get a grip on its finances or risk losing the nation's sterling credit rating.

For the first time, Standard & Poor's lowered its long-term outlook for the federal government's fiscal health from "stable" to "negative," and warned of serious consequences if lawmakers fail to reach a deal to control the massive federal deficit.

An impasse could prompt the agency to strip the government of its top investment rating in the next two years, S&P said. A loss of the triple-A rating would ripple through the American economy, making loans more expensive and credit more difficult to obtain... [In Full]

Gas prices hit a national average of $3.83 a gallon on Monday, according to AAA. Six states now have prices above $4 a gallon.

With about six weeks to go until the summer driving season begins, the price of a gallon of gasoline is just 18 cents away from the record price of $4.11, which was set in the summer of 2008.

The prices at the pump hit a national average of $3.83 a gallon on Monday, according to AAA. That’s close to the point where consumers say they will have to start cut back to pay their fuel expenses. This could adversely affect restaurants, malls, and entertainment venues that count on people driving to get there... [MORE]

» There's nothing that moves as fast as US legislators passing bills before a two week vacation. Yesterday the continuing resolution to fund the US government passed the House 267-167 and was sent to the senate which immediately passed it. The bill will be signed by the president today. Right now the Democratic Progressive Caucus is presenting a "People's Budget" to counter the draconian "Ryan Budget". It won't pass, but the Ryan budget will. Yesterday the house tried to de-fund ObamaCare and Planned Parenthood. It passed the House and was killed by the Senate within minutes of it's entry on the floor.

» Qatar is apparently shipping French anti-tank weapons such as light rockets mounted on pickup trucks and other more sophisticated weapons systems to the Libyan rebels even as it hosts peace negotiations. NATO has declared a 12 mile "No Man's Land" between al-Gadaffi's bases and the OIL CITY/CROSSROADS of Ajdabiya. The diplomatic front in the war is stalled with the West obviously uninterested in a ceasefire and fully intending to unseat Muammar al-Gadaffi's government despite no known resolution by the U.N. that allows them to do so legally. » Japan's government has ordered the Tokyo power company to pay the Japanese equivalent of $12,000 to every household dislocated from their homes near the Fukushima EX-Nuclear reactor, which is rapidly becoming just so much nuclear slag as any and all hopes of containing what's left of the plant's radiating output fade against a background of disaster control technology that doesn't work and millions of gallons of stored radioactive water with no place to go.

» In Jordan supporters of the King have been engaged in street fights with protesters with sticks and clubs in use by both sides.

Western leaders demand Qaddafi leave while assault on Misrata continues

Top news: In a joint op-ed published in the New York Times, U.S. President Barack Obama, French President Nicolas Sarkozy, and British Prime Minister David Cameron defend the progress of the international intervention in Libya and state that " it is impossible to imagine a future for Libya with [Muammar al-] Qaddafi in power." The three leaders promise that NATO operations will continue as long as Qaddafi remains. [More]

Pro-Qaddafi forces continued their assault on Misrata, the only rebel-held city in Western Libya, amid a flurry of international diplomacy on how best to assist the rebel movement. Rebels say 23 people were killed when government troops fired up to 80 rockets into a residential area. The city has been under siege for weeks and is on the verge of a humanitarian crisis.

NATO foreign ministers met in Berlin amid stark differences on how to enforce the internationally-mandated no-fly zone. Britain and France are urging more countries to take part in airstrikes against Qaddafi forces. Spain and Italy, while participating in the no-fly zone, have not yet carried out combat missions. Germany and Turkey remain opposed to the Libyan mission.

At a meeting in China, the so-called BRICs group reiterated their dedication to "the principle that the use of force should be avoided".

At a "contact group" meeting in Doha, representatives from western powers and their Middle Eastern allies met with leaders of the rebel movement and promised to continue to provide "material support."

At yet another meeting in Cairo, U.N. Secretary General Ban Ki-moon, EU foreign policy chief Catherine Ashton, and Arab League head Amr Moussa met with officials from the African Union and Organization of the Islamic Conference. The AU's "road map" to peace in Libya, which likely involved Muammar al-Qaddafi remaining in power, was swiftly rejected by the rebels this week. [In Full]
An alternate take on the rush to attack Libya, whose Human Rights record is perhaps not the best, but by far not the worst, considering the standard of living enjoyed by Libyans is one of the highest in the Middle East or North Africa. Could the West's arrogance in flaunting the UN resolution on Libya be an overt play to prevent the oil countries of the region from switching their oil trading benchmark, the dollar, to some other currency?:
During a 2007 "Democracy Now" interview of US General Wesley Clark (Ret) he says that about 10 days after September 11, 2001, he was told by a general that the decision had been made to go to war with Iraq. Clark was surprised and asked why. "I don't know!" was the response. "I guess they don't know what else to do!"

Later, the same general said they planned to take out seven countries in five years: Iraq, Syria, Lebanon, Libya, Somalia, Sudan, and Iran.

What do these seven countries have in common? In the context of banking, one that sticks out is that none of them is listed among the 56 member banks of the Bank for International Settlements (BIS).
Libya All About Oil, Or Central Banking?

Several writers have noted the odd fact that the Libyan rebels took time out from their rebellion in March to create their own central bank - this before they even had a government. Robert Wenzel wrote in the Economic Policy Journal:
I have never before heard of a central bank being created in just a matter of weeks out of a popular uprising. This suggests we have a bit more than a rag tag bunch of rebels running around and that there are some pretty sophisticated influences.
Alex Newman wrote in the New American:
In a statement released last week, the rebels reported on the results of a meeting held on March 19. Among other things, the supposed rag-tag revolutionaries announced the "[d]esignation of the Central Bank of Benghazi as a monetary authority competent in monetary policies in Libya and appointment of a Governor to the Central Bank of Libya, with a temporary headquarters in Benghazi."
Newman quoted CNBC senior editor John Carney, who asked, "Is this the first time a revolutionary group has created a central bank while it is still in the midst of fighting the entrenched political power? It certainly seems to indicate how extraordinarily powerful central bankers have become in our era."

Another anomaly involves the official justification for taking up arms against Libya.

Supposedly it's about human rights violations, but the evidence is contradictory. According to an article on the Fox News website on February 28:
As the United Nations works feverishly to condemn Libyan leader Muammar al-Qaddafi for cracking down on protesters, the body's Human Rights Council is poised to adopt a report chock-full of praise for Libya's human rights record.

The review commends Libya for improving educational opportunities, for making human rights a "priority" and for bettering its "constitutional" framework. Several countries, including Iran, Venezuela, North Korea, and Saudi Arabia but also Canada, give Libya positive marks for the legal protections afforded to its citizens - who are now revolting against the regime and facing bloody reprisal
.
Whatever might be said of Gaddafi's personal crimes, the Libyan people seem to be thriving. A delegation of medical professionals from Russia, Ukraine and Belarus wrote in an appeal to Russian President Dmitry Medvedev and Prime Minister Vladimir Putin that after becoming acquainted with Libyan life, it was their view that in few nations did people live in such comfort:

[Libyans] are entitled to free treatment, and their hospitals provide the best in the world of medical equipment. Education in Libya is free, capable young people have the opportunity to study abroad at government expense. When marrying, young couples receive 60,000 Libyan dinars (about 50,000 US dollars) of financial assistance. Non-interest state loans, and as practice shows, undated. Due to government subsidies the price of cars is much lower than in Europe, and they are affordable for every family. Gasoline and bread cost a penny, no taxes for those who are engaged in agriculture. The Libyan people are quiet and peaceful, are not inclined to drink, and are very religious.

They maintained that the international community had been misinformed about the struggle against the regime. "Tell us," they said, "who would not like such a regime?"

Even if that is just propaganda, there is no denying at least one very popular achievement of the Libyan government: it brought water to the desert by building the largest and most expensive irrigation project in history, the US$33 billion GMMR (Great Man-Made River) project. Even more than oil, water is crucial to life in Libya.

The GMMR provides 70% of the population with water for drinking and irrigation, pumping it from Libya's vast underground Nubian Sandstone Aquifer System in the south to populated coastal areas 4,000 kilometers to the north. The Libyan government has done at least some things right.

Another explanation for the assault on Libya is that it is "all about oil", but that theory too is problematic. As noted in the National Journal, the country produces only about 2% of the world's oil. Saudi Arabia alone has enough spare capacity to make up for any lost production if Libyan oil were to disappear from the market. And if it's all about oil, why the rush to set up a new central bank? Though Pakistani officials were quite clear on Monday in their demand that the US put its entire drone strike program "on hold" for the foreseeable future, drones were active again today in South Waziristan, attacking a village and killing at least six people.

The Zardari government had long been a tacit supporter of such strikes. The ugly number of recent incidents, as well as anger over the Raymond Davis affair and its subsequent revelation that a number of US spies were operating in Pakistan beyond the ones cooperating officially with the government, however, have sparked a backlash. Now it is not just cabinet ministers but Pakistan’s powerful military establishment making the demands that the strikes stop.

The latest strike spawned another quick rebuke from officials, who insisted the attacks are "counterproductive" and are indeed being used as a recruitment tool by militant factions. The US has launched scores of such strikes since President Obama took office, killing massive numbers of people, many of them civilians. [In Full]

Pakistan says the drones kill too many civilians. It points to last month's drone strike, in which some tribal leaders were reportedly killed alongside the targeted militants. But the drones, thanks to their precise weapons and their ability to verify targets without risking pilots' lives, are killing civilians at a lower rate than any other form of warfare. Even critics of the drone program acknowledge that its rate of civilian casualties has plummeted.

Two months ago, at a forum convened by the New America Foundation, Peter Bergen, the director of NAF's National Security Studies Program, conceded that the drones' civilian casualty rate had declined from 25 to 5 percent. That beats the NATO air campaign in Libya, in which pilots have to make quick decisions, sometimes with tragic consequences.

Bergen cited poll data indicating that the drones are unpopular in Pakistan. But that's nothing compared to the outrage that followed the Davis incident.

» The president's budget speech yesterday caught everyone who thought he was "No Drama Obama" off guard. He referred to the Republicans budget plan as un-American and said that there would be no cuts in Medicare and other social benefit programs as long as he is president... Which is a threat of a veto. That would be an interesting occurrence because it would bring publicity to the issue when the budget vote is due... right before the next elections. » The Republicans need a new calculator - Today we will see the vote to pass the continuing resolution funding the US government through September with an alleged $38 billion dollars in cuts... The Congressional Budget Office has calculated the total in budget cuts at $232 million dollars. Tomorrow congress will vote on the draconian 2012 Ryan budget bill and most likely pass it...

» There are US nuclear inspectors in Russia again after a 16 month hiatus while Congress stalled on ratifying the START II treaty.

» In California Governor Jerry Brown has said he will reduce overcrowding of the state prisons by returning non-violent and low risk offenders to local facilities along with the budget for their incarceration. California's prisons ARE overcrowded to the point where the federal government has threatened to take control of them. Today the police officers, probation and parole employees representatives have endorsed the plan. » Today president Obama presents his version of a 2012 budget and appropriations bill. The US is currently operating on continuing resolutions of the 2010 budget... That's right, There WAS NO 2011 budget. More. Still more from the Washington Post: President Obama’s debt speech: What to watch for

Meanwhile, the Washington Post also duly notes that: Obama risks losing liberals with talk of cutting budget. While The Hill informs us that the: "Left’s angst grows over Obama’s shift to center... Anxiety over President Obama’s shift to the political center is threatening to alienate the White House’s liberal base". It would be more accurately worded "Left’s ANGER grows over Obama’s shift to RIGHT"

There's a NATO meeting in Qatar discussing the Libyan situation including whether to coerce the rebels in Benghazi to accept the African Union's "Roadmap to Peace", already accepted by the Libyan government, and also whether or not to arm the rebels.... CAN ONE simultaneously make peace and prepare for war?

» The CIA and Pakistani ISI are meeting at CIA HQ in Langley Virginia today and it IS contentious. The Pakistani counterpart to the CIA is demanding a pullout of ALL contractors and 'cowboys' in the country... Not JUST the drone targeting, al Qaeda phoning spooks like Raymond Davis, but also including security personnel at our embassies.

» Hosni Mubarak, the unseated president of Egypt is in the hospital with apparent heart problems. He was being questioned at the time in regard to government corruption, as were his sons.

Egyptian prosecutors have ordered a 15-day detention of former President Hosni Mubarak and his sons, just hours after he was hospitalized for what state media called a "heart crisis." Mubarak was reportedly taken ill while being questioned by prosecutors over charges of corruption and abuse of power. The former president is believed to be in poor health, though the severity of his illness was a carefully-guarded state secret while he was in office.

The president and his sons, Gamal and Alaa, are being charged with a range of offenses, including the violence that took place during Egypt's three-week uprising, in which more than 800 people were killed. [In Full]
» The San Onofre nuclear preparedness drill on the coast of California near San Diego is underway for the next three days. FEMA will evaluate the drill with a report and public commenting due on Friday... for release in Saturday's papers, which no one reads.

Six months after the start of the current fiscal year (FY2011), congressional leaders and President Obama have reached agreement on a budget for the second half of the year. In all the deal provides just over $1 trillion in spending over the last six months of the year, a cut of roughly $40 billion from FY2010 levels

The cuts focus largely on the "non-security" portion of the federal discretionary budget, while leaving the "security" portion virtually untouched, and providing "real" (inflation-adjusted) growth for the Pentagon's annual "base" budget of roughly 1%. So called "non-security" funding includes spending on education, food, and housing-related programs, etc. - while "security" includes military, nuclear weapons, homeland security, and veterans affairs.

Non-security spending is cut an average of 10%, with all non-security programs subjected to a 0.2% "across the board" cut...

» Peace is NOT breaking out in Libya. NATO continues it's airstrikes against al-Gadffi's forces despite the fact that his government has agreed to an African Union brokered ceasefire which the rebels have rejected undoubtedly banking on continued Western involvement in the country.

As Congressman Dennis Kucinich put it: "It's easy for the rebels to reject a peace proposal: The U.S. is spending more money on this war than any other nation. The cost of the war has reportedly passed $600 million and there is no end in sight... ...The mysterious ‘rebels,’ who by themselves have been unable to force Gaddafi to terms, want the U.S./NATO to hand over control of Libya to them -- this even though they have not been able to demonstrate broad-based public support throughout the country."

Speaking of banking... The rebels have wasted no time setting up one of those, along with a plan to sell oil. Whether the oil can be purchased legally.... well no one really knows.... any more than anyone really knows the the legal veracity of any rebel printed scrip or money. » French forces have captured the unseated president of the Ivory Coast. What they might do with him remains to be seen.

» Remember insubordinate and disgraced general Stanley McChrystal? » There was a big protest in Washington DC yesterday over cuts in just-passed the continuing resolution budget for the federally administered family planning budget in Washington DC city.

The Fukushima EX-reactor in Japan has been declared a "7" nuclear disaster... the equivalent of Chernobyl and perhaps worse.

It's been more than three weeks now, and things are still getting worse at Fukushima Daiichi. The world's news media, and the tired public, may be trying to move on, but Fukushima is still spewing radioactive poisons at ever-increasing rates, pushing itself back onto the headlines day after day ...

Now there are confirmed radiation readings around the plant that are millions of times higher than the legal limits. Not just higher than background or "normal" limits, but millions of times higher than legal limits. The mega-catastrophe we all hoped to avoid forever is unfolding, and not one bright nuclear scientist or engineer seems to know how to stop it.

Profit Pathology and the Disposable Planet

Some years ago in New England, a group of environmentalists asked a corporate executive how his company (a paper mill) could justify dumping its raw industrial effluent into a nearby river. The river - which had taken Mother Nature centuries to create - was used for drinking water, fishing, boating and swimming. In just a few years, the paper mill had turned it into a highly toxic open sewer.

The executive shrugged and said that river dumping was the most cost-effective way of removing the mill's wastes. If the company had to absorb the additional expense of having to clean up after itself, it might not be able to maintain its competitive edge and would then have to go out of business or move to a cheaper labor market, resulting in a loss of jobs for the local economy... » Meanwhile in American NukeNews... for the next three days the San Onofre nuclear plant in Southern California will be the site of joint task force exercises in nuclear disaster preparedness. Many of California's nuclear facilities are up for re-licensing... typically done by simply rubber-stamping their operation. For a couple of those facilities, it will be the last time re-certification is required.

Think about that... as they age, they'll no longer be required to prove their safety.

» Finally... The CIA and their counterpart, the ISI of Pakistan had a meeting at the White House yesterday and there supposedly there is plan for reduction of CIA usage in Pakistan and a reduction in drone strikes in the country which have killed so many civilians that some people are calling for a no-fly zone to protect the civilians of Pakistan and the tribal territories from US air attacks.

» Yesterday in a split decision the 9th Circuit Court upheld a lower court ruling blocking the most contested provisions of Arizona’s racist immigration law from taking effect. Specifically, the part "which empowers police to question people whom they have a “reasonable suspicion” are illegal immigrants."
The court ruled only on Bolton’s order, not on whether the Arizona measure is legal, and the Justice Department’s move to have the law thrown out will proceed. But the judges gave strong indications that they accept the administration’s argument that the legislation is unconstitutional and that they would rule that way in the end. More @ the Washington Post
» A blast at a metro station in the Belarusian capital Minsk killed seven people and injured about 50 yesterday. The cause is not yet known.
"Belarus, an independent post-Soviet state of around 10 million people, is closely allied with next door Russia. But it has no internal unrest akin to Moscow's ongoing security campaign against insurgents in the mainly-Muslim north Caucasus, and has never experienced the kind of terrorism that has hit repeatedly in big Russian cities," but according to reports: "Belarus has been rocked with internal discord since December presidential elections brought Mr. Lukashenko back for an unprecedented fourth term, amid widespread allegations that the voting was rigged.
