» There has been an interesting exchange between the president and Speaker of the House John Boehner over the scheduling of a joint session of congress about jobs and transportation. The time and date apparently interfered with the televised Republican presidential debate (and the opening of the National Football League season).

Boehner asks Obama to move speech to Thursday

House Speaker John Boehner (R-Ohio) asked President Obama to address a joint-session of Congress on Thursday, Sept. 8, when it wouldn't conflict with the Republican presidential debate.
Boehner, in a letter responding to Obama's request to address a joint-session of Congress on Wednesday, Sept. 7, said that the House wouldn't have enough time logistically to prepare for a speech that evening.
"As your spokesperson today said, there are considerations about the Congressional calendar that must be made prior to scheduling such an extraordinary event," the Speaker wrote. [Source, The Hill]

In a likely foreshadowing of a contentious work session to come, President Obama and House Speaker John Boehner (R-Ohio) agreed on when the president could present his jobs plan only after a heated back and forth over scheduling.
A contentious and public disagreement over when the president would give his jobs speech to a joint session of Congress erupted Wednesday and ended when the White House accepted the Speaker's proposed date.
Press secretary Jay Carney said in a statement Wednesday night that Obama had agreed to speak on Thursday Sept. 8 instead of Sept. 7, the day which the president originally requested.
"The president is focused on the urgent need to create jobs and grow our economy, so he welcomes the opportunity to address a Joint Session of Congress on Thursday, Sept. 8th and challenge our nation's leaders to start focusing 100 percent of their attention on doing whatever they can to help the American people," Carney said. Top story: As international leaders prepared to gather in Paris on Thursday to chart the course of Libya's political transition, Russia recognized the National Transitional Council (NTC) as the government of Libya. Russia had opposed the NATO-led bombing campaign that helped topple Muammar al-Qaddafi, criticizing it for exceeding its mandate under a U.N. Security Council resolution, and calling for a negotiated solution to the conflict.
The Paris conference will be attended by senior NTC leaders, Secretary of State Hillary Clinton, and approximately 60 international delegations - including Russia and China, which did not support the NATO campaign.
French President Nicolas Sarkozy hailed the success of the Libya intervention on Wednesday, saying it provided a "strong contrast" to past incidents, where Europe... (has colonized vast portions of Africa before... see below.) [In Full]

The Algerian government's decision to provide refuge to Col. Muammar al-Qaddafi's wife and children (and apparently a newly born grandchild) would appear at first glance to constitute a clear-cut violation of a U.N. measure banning travel by the Libyan leader and members of his inner circle.
On June 24, the U.N. Security Council adopted a resolution imposing a travel ban and asset freeze on the Libyan leader, his relatives, and closest associates. Qaddafi's wife, Safia; daughter, Aisha; and two sons, Hannibal and Mohammed, who fled Libya for Algeria on Monday, are named in a list of individuals banned from traveling outside Libya.
Resolution 1970 "decides" -- that's U.N.-speak for making it legally binding on member states -- that all U.N. members "shall take the necessary measures to prevent the entry into or transit through their territories of individuals" named on the travel ban. The U.N. Security Council justified the decision to list the Qaddafi's on the grounds of "closeness of association with regime." [More @ Foreign Policy]

A group of concerned African leaders have issued a statement warning about Africa being re-colonised as Nato continues its support of the Libyan rebels.
Speaking to media in Johannesburg today, leaders released a letter lamenting "misuse of the United Nations Security Council to engage in militarised diplomacy to effect regime change in Libya" and the "marginalisation of the African Union".
University of Johannesburg head of the politics department Professor Chris Landsberg spoke for the group saying Nato has violated international law... [More @ BusinessDay.za]
