In The News: Nancy Pelosi introduces a $900 billion dollar health care plan (estimated to save taxpayers $104 billion dollars of the federal deficit) to the House... with a public option. Details.

In Nuristan province of Afghanistan, a hundred miles North of Kabul, a second 6+ earthquake in two weeks has struck, assuredly leaving the roads out of order for the election runoffs.

Secretary of State Hillary Clinton is in Pakistan and pretty much tells the Pakistani government that we know that they know where Osama bin Laden is and questioned Pakistan's 'loyalty to the U.S. and she continued on regarding the foreign aid package, with strings attached that rubs the Pakistani government and citizens the wrong way... she essentially told them if they don't want it, they don't have to take it.

The Bay bridge is still closed and despite estimations of a couple of days till re-opening, expect a week. Meanwhile, the San Francisco police are going to occupy the whole Castro district for Halloween... The Gay community... just like Afghanistan. A deal has been cut in the Honduran coup. President Zelaya will return to preside over a coalition government until next month's elections. It's expected his party's choice of successor will win. More.

In other news, the Defense Appropriations bill takes aim at endemic institutional corruption at the Pentagon even as a junior congressional staffer on the Ethics committee accidently leaks the fact that 30 members of congress are under investigation for ethical violations. In The News:Bay Bridge Damage The Bay Bridge is going to be closed for an indefinite period of time while civil and structural engineers attempt to design a better band-aid, as the highways into the San Francisco metropolitan area clog, public transport system runs full tilt, and San Francisco locals can actually find parking.


After the smog cleared, it turned out that 18% of the cars turned in during the federal Cash-for-Clunkers program were new cars that normally would not have been traded out, and overall it cost the taxpayer $24,000 per $4,500 paid to the trade-in's owner.

Renegade Democratic senator Joe Lieberman (referred to in this Yale University (Lieberman's alma mater) article as part of the "Connecticut for Lieberman Party" and noting "Lieberman supported something strikingly similar to a public option in 2004 and 2006 but doesn’t support it now.") is still intending to vote with the Republicans against the Health Care bill.

In The News: Due to circumstances beyond our control, there is a silent gap from 2:38 - 3:16 minutes, but the synopsis IS in full.

Seven US soldiers have been either been killed while at their Forward Operating Base, or during an incursion into Taliban territory in a wide ranging battle in the Northern corner of Helmand province Afghanistan even as an ex-Marine Colonel acting as a regional administrator (?!?) of Zabul province has resigned saying the situation has deteriorated too badly and actions the Pentagon is taking in the area is only making it worse.

When Matthew Hoh joined the Foreign Service early this year, he was exactly the kind of smart civil-military hybrid the administration was looking for to help expand its development efforts in Afghanistan.

A former Marine Corps captain with combat experience in Iraq, Hoh had also served in uniform at the Pentagon, and as a civilian in Iraq and at the State Department. By July, he was the senior U.S. civilian in Zabul province, a Taliban hotbed.

But last month, in a move that has sent ripples all the way to the White House, Hoh, 36, became the first U.S. official known to resign in protest over the Afghan war, which he had come to believe simply fueled the insurgency.

"I have lost understanding of and confidence in the strategic purposes of the United States' presence in Afghanistan," he wrote Sept. 10 in a four-page letter to the department's head of personnel. "I have doubts and reservations about our current strategy and planned future strategy, but my resignation is based not upon how we are pursuing this war, but why and to what end." [In Full]

On Capitol hill, the Senator Harry Reid and the Democrats have come up with a health care plan that includes a public option based on "The Acquiescence of Non-negation". In layman's terms... You're in (as a state), unless you opt out. As a governor, try telling your state's citizens you decided they weren't going to have health insurance... A cloture vote is due next week.

The Pentagon has fired the top contracting administrator and a number of the contracts cut under his command have been cancelled.

NASA is counting down to launch ARES, the largest rocket ever, technically, a 'spaceplane', even as it's expected to be de-funded within the next couple of months as un-needed and un-necessary for the types of programs considered in the foreseeable future.

There's a new IRS task force to go after the overseas banking of the millionaire and up category. Gooood luck! Expect as much corruption as the drug task forces that work on the higher level drug dealers, like the South Florida Drug Task Force on which the fantasy TV show Miami Vice was based. For the most part, the agents in that program ended up being bought, caught, and imprisoned.

In The News: There's going to be a SIXTH emergency meeting today for all the federal war-game players regarding Afghanistan. All the usual suspects will be in attendance, by teleconference as well, even as there appears to be a rift between Secretary of 'Defense' Gates and some in the foreign policy apparatus of the US government who just want to extricate ourselves from the murderous mess we made as quickly as possible.

The Senate Democrats are going to try to extend unemployment benefits again as if America's workers need the 'dole' instead of an immediate emergency federal job creation program. Today's San Francisco Chronicle:
For years, Duran has been a full-time server at a downtown hotel. But the recession has cut so deeply into business that her hours were cut to half time in July.

"It's better than a layoff, but it still requires a lot of sacrifices," said Duran, who, along with her working husband, supports three sons.

Because she works, Duran doesn't count in California's 12.2 percent unemployment rate.

But her situation is captured by a broader measure, the underemployment rate, which, in addition to the jobless, includes people who could get only part-time work as well as those who want jobs but were too discouraged to look.

The state Employment Development Department estimates that this underemployment rate hit 21.9 percent in September.

That figure includes 1.9 million jobless Californians, 1.4 million people who had to work part time, and 865,000 adults loosely described as discouraged.

"Underemployment is at the highest level since we started keeping these records in 1994," said economist Sylvia Allegretto of the Institute for Research on Labor and Employment at UC Berkeley.

The Employment Development Department, which publishes the state's jobless rate, has not typically calculated underemployment [In Full]

Paul: It is definitely a bad omen for troop withdrawal, and seems to run counter to Iraqi nationalist interest. They must know this is counterproductive to ending the occupation. It makes no sense.

You would think that if any of these people had plastic or other military explosives, they would have used them long ago when they had more momentum. The type of explosive could be determined by analyzing the residues. It seems unlikely that the source could be identified, although some manufacturers to put identification tags in them.

Japanese Antarctic Whaling Fleet Declares War On Sea Shepherd, Rams/Sinks Ady Gil

In The News: Every once in a while the FBI gets it right and we hear about it: A fellow who works for NASA, who thought he was selling secrets to an agent of the Israeli government, found out the hard way that he was really attempting to sell them to the FBI. The Israeli propaganda mill, the Jewish Telegraphic Agency (Perversely motto-ed as: 'The global news service of the Jewish people'), headlined it this way: Alleged spy wannabe asked for Israeli citizenship

Afghanistan's Hamid Karzai has agreed to a run-off election on November 7th, between he and Abdullah Abdullah of the Northern Alliance (There's a choice! UnoCal consultant Vs. Opium growers). The election will be run by an international team this time... Meaning US Blackhawk Helicopters carrying the ballot boxes.

Secretary of Defense Gates is in Tokyo negotiating with the new government about "...the planned relocation by 2014 of a major air base on southern Okinawa island." According to Xinhua, the Chinese news agency "Japan's role in the Middle East (read Afghanistan) is also likely to be on the agenda."

The Iranians and the Pakistanis may make it possible for the West to get out of Afghanistan without losing what they invaded for - The Iranians and Pakistan (India is not particularly happy) are negotiating building a pipeline that would circumvent the need for a short-route that WAS ORIGINALLY planned to cut through the Afghanistan. Part of the reason that the US corporation Enron failed was due to their investment in the Natural Gas fields in Central Asia that were going to supply that pipeline to the Indian Ocean, and when it became obvious that the Afghan-routed pipeline was going to be a 'pipe-dream', Enron's investments began to collapse, leading to the need to 'cook their books' in a massive Ponzi scheme.

In The News: The beginning of the end... The federal prohibition era of Marijuana laws may be gone within the year. The Obama administration has issued guidelines and the word is Federal Drug Agents have OTHER things to do besides hassle medical marijuana users AND the providers. There ARE guidelines but the criminal era seems to be over. More in the Commentary.

Works well for US! In the AfPakistan War... The Afghanistan election report is out and the indeed, the election was as crooked as dog's hind leg. The Karzai 'government' is going to hang tough with Senator Kerry and others in the mix trying to negotiate a new 'election'. But once the winter comes, two thirds of the country is impassable even IF no one's shooting at you, and in the just-past tainted election during good weather, the ballot boxes were brought from the hinterlands on muleback etc. New elections are not liable to happen anytime soon, even if the citizens of Afghanistan were willing to risk their lives again.

THe H1N1 Swine Flu virus has taken 86 lives so far.

Bad news for Iran (and food for thought for the paranoid: "how deep is the CIA's influence on these insurgent groups?") - Six top leaders of the Iranian Revolutionary Guard have been killed along with 29 other people in Iranian Baluchistan (Balochistan)by Pakistan based Iranian rebels. More from Juan Cole at Informed Comment:
Iranian Revolutionary Guards Corps personnel who traveled to the town of Sarbaz, district Pishin in the southeastern province of Sistan and Baluchistan fell victim Sunday morning to two bombing attacks carried out by the dissident Baluchi group Jundullah. Altogether the death toll in the attacks is about 29 as I write and it is expected to rise.

Iran, a country of 70 million, has 30 provinces. Some 90 percent of Iranians are thought to be Shiite Muslims, and some 51 percent speak Persian as their mother tongue. Baluchis are Sunnis and speak another Iranian language, Baluch, and there are substantial discontents in that province with the rule of the Persian Shiites. The province is vast geographically, but small with regard to population-- a little over 2 million. It is among the poorest provinces in Iran and the most neglected by Iran's authorities. It has been harmed by the spill-over of ethnic violence from Pakistan and Afghanistan, by the drug trade, and by religious radicalization. The mastermind of 9/11, Khalid Shaikh Muhammad, is a Baluch from Pakistan brought up in Kuwait, and he is alleged to have had ties to radical Sunni Baluch groups, some of which later congealed into Jundullah. In Waziristan, 10,000 Pakistani troops are in the middle of an offensive sweeping north with another group to the North sweeping South. The end result? Thousands of refugees fleeing. Many of who will head for the cities, and they ARE NOT GOING TO BE HAPPY about it, and Pakistan just got a little more destabilized. Juan Cole with more:
Dawn reports on the Pakistan military's advance into South Waziristan on the campaign's second day.

I picked out some worrisome parts of this report which are mentioned but not highlighted:

# South Waziristan's population is 600,000; the campaign has already displaced 100,000 of them.

# Afghan Taliban commander Mullah Sangin has brought in 1,500 Afghan Pashtun fighters to support the Pakistani Taliban Movement in South Waziristan.

# Azam Tariq, spokesman for the Pakistani Taliban Movement, said that militants’ supporters from Muslim seminaries in Punjab, Sindh and the North-West Frontier Province were in touch with the Taliban and were coming to the battle zone through various routes.

(In support of this last point, police teams intensively investigated seminaries or madrasahs in the capital of Islamabad and some other areas on Sunday.)

Pakistan may even have to close its schools for a week because they have been threatened by the Taliban.

In other words, this military campaign is not just a matter of troops versus guerrillas. It is becoming a rallying point for Muslim radicals, with volunteers coming in from Afghanistan and others from madrasahs from all over Pakistan-- and with Pakistan's own security hanging in the balance.
